The MOVE Fire

This is a personal recollection on the Move fire on May 13, 1985 Philadelphia police fired thousands of rounds at the MOVE house, city officials approved dropping an explosive device on the roof, the resulting fire was allowed to burn, 11 people—including five children—died, and 61 homes were destroyed. Philadelphia City Council later called it a “brutal attack carried out by the City of Philadelphia on its own citizens” and acknowledged that no individual faced criminal consequences for the bombing. One timeline correction worth preserving for the BHP record: the major previous MOVE-police confrontation was August 8, 1978, about seven years before the bombing, not a year or two earlier. Officer James Ramp was killed, other police and firefighters were wounded, nine MOVE members were later convicted, and television cameras recorded police beating Delbert Africa during his arrest. The 1985 MOVE Commission later specifically criticized city planners for failing to adequately use lessons from that 1978 confrontation. And that actually strengthens the point you’re making: 1985 did not happen without precedent or institutional memory. There had already been a deadly confrontation with MOVE, years of conflict, negotiations and police involvement before Osage Avenue.

Precision Graphics Markup Language

Precision Graphics Markup Language (PGML) is an XML-based language for representing vector graphics. It was a World Wide Web Consortium (W3C) submission by Adobe Systems, IBM, Netscape, and Sun Microsystems, that was not adopted as a recommendation. PGML is a 2D graphical format, offering precision for graphic artists, guaranteeing that the design created will appear in end user systems with the correct formatting, layout and the precision of color. PGML and Vector Markup Language, another XML-based vector graphics language W3C submission supported by Autodesk, Hewlett-Packard, Macromedia, Microsoft, and Visio Corporation, were later joined and improved upon to create Scalable Vector Graphics (SVG).

SVG Working Group

The SVG Working Group is a working group created by the World Wide Web Consortium (W3C) to address the need for an alternative to the PostScript document format. The PostScript format was unable to create scalable fonts and objects without creating files which were inordinately larger than a file which used unscalable fonts and objects. In April 1998, the W3C received a note from representatives of four corporate entities – Adobe Systems, IBM, Netscape and Sun Microsystems – with regard to the Precision Graphics Markup Language (PGML), an XML-based markup language. A second note was submitted came a month later from a team which included representatives of Hewlett-Packard, Macromedia, Microsoft, and Visio; the note contained a draft specification for the Vector Markup Language (VML), another XML-based markup language. As a result of both missives, the W3C convened a working group, and within six months, the group published a working draft of requirements for the Scalable Vector Graphics (SVG) format. This format, unlike Postscript, is optimized for the Web. It is able to describe two-dimensional graphics and graphical applications via XML. Initial versions of the SVG specification have now been natively implemented by most modern browsers. The SVG Working Group continues to work on enhancements, which will be published as a comprehensive SVG 2.0 specification. As of September 2014, the various modules of this new specification were expected to reach Candidate Recommendation status in 2015 or early 2016.

Vector Markup Language

Vector Markup Language (VML) is an obsolete XML-based file format for two-dimensional vector graphics. It was specified in Part 4 of the Office Open XML standards ISO/IEC 29500 and ECMA-376. According to the specification, VML is a deprecated format included in Office Open XML for legacy reasons only. VML was used extensively in MS Office 2007 Word, Excel and PowerPoint documents. In 2012, with the release of Internet Explorer 10, VML became obsolete and is no longer supported by Internet Explorer standard mode. It is a legacy feature that is available in Internet Explorer 10 only when the browser is set to run in modes that emulate the functionality of previous versions of Internet Explorer 6, 7, 8, and 9.

Design Web Format

Design Web Format (DWF) is a file format developed by Autodesk for the efficient distribution and communication of rich design data to anyone who needs to view, review, or print design files. Because DWF files are highly compressed, they are smaller and faster to transmit than design files, without the overhead associated with complex CAD drawings (or the management of external links and dependencies). With DWF functionality, publishers of design data can limit the specific design data and plot styles to only what they want recipients to see and can publish multisheet drawing sets from multiple AutoCAD drawings in a single DWF file. They can also publish 3D models from most Autodesk design applications. DWF files are not a replacement for native CAD formats such as AutoCAD drawings (DWG). The sole purpose of DWF is to allow designers, engineers, project managers, and their colleagues to communicate design information and design content to anyone needing to view, review, or print design information – without these team members needing to know AutoCAD or other design software. An Autodesk DWF advocate blog cites as DWF's strengths over alternatives that the files have very high mathematical precision, and contain meta-data for sheets, objects and markup data. Another significant strength is that comments and markup can be reintroduced to, and edited in, some Autodesk products, such as Revit and AutoCAD. The AutoCAD file format (.dwfx) is based on ISO/IEC 29500-2:2008 Open Packaging Conventions.
